LADBS Payments Go Dark Tonight at 5pm: Who Should Pay Your Encino ADU RTI Invoice Before Saturday’s Rate Load?



Quick answer: As of Friday evening, August 28, 2026, LADBS’s published payment window is already open. The department’s August 24 notice — still live tonight, and now headlined “Online payment system outage today (8/28) 5 PM to Midnight” — says, in the body: “The latest Affordable Housing Linkage Fee rates will be implemented in our systems on August 29, 2026. Online payment services will be offline during scheduled maintenance from August 28, 5:00 PM to August 29, 1:00 AM.” That same sentence is on the PermitLA / ePlan RTI login page this evening. If your Encino ADU file is Ready to Issue, the hire is who pays and signs that invoice: a design-build team that either paid before 5:00 PM, or tells you the portal is closed and that online pay returns Saturday at 1:00 AM. What the systems are doing on August 29: implementing the latest Affordable Housing Linkage Fee rates. That is the whole operative paragraph.
What did change on the page is the headline. Tonight the node and the listing read “Online payment system outage today (8/28) 5 PM to Midnight.” That is LADBS saying the outage is today, August 28. “Midnight” in a headline is not a second official end time we are going to invent. The body still ends the window at 1:00 AM Saturday. We quote both. We do not pick a new clock.
The same body sentence is on the PermitLA login used for Express Permit and the ePlan RTI portal. That is as close as a public fetch gets to “the payment door knows.” We did not log into a customer account and submit a card. We are not going to claim we watched the register refuse a payment. The official notice says online payment services are offline in this window. As of Friday evening, that is the rule we are writing under.
The notice is about online payment services. It does not say a Development Services Center cashier is open at 7:00 PM on a Friday, and it does not say one is closed Saturday morning as a special rule. Do not invent a walk-up workaround for tonight. City counters are not a Friday-night RTI plan. Saturday 1:00 AM is when the published online window reopens.
What does RTI mean, and what is actually on an Encino ADU invoice?
RTI is the last city step before you can build. It is not a new fee.
LADBS’s homeowner, business-owner, and design-professional pages use the same definition: “RTI stands for ‘Ready to Issue,’ which means your plans and all clearances have been approved.” After plan check, you proceed to permit issuance. “Various documents and signatures are required at permit issuance.” You obtain the permit as an Agent, an Owner, or a Contractor. After the fees are paid, the permit is issued so construction can begin. On an ePlanLA file that qualifies for online issuance, that payment is at the ePermit RTI (Ready To Issue) portal, by credit card or electronic check. On an in-person plan check, the plan-check engineer returns the approved plans “along with an Ready to Issue (RTI) Sheet and other documents required for permit issuance,” and the person who will sign and pay schedules the appointment.
So the RTI invoice is the stack that is due to pick up the building permit — plan-check remaining balances, permit fees, and whatever other city lines the file actually carries. We will not invent a table. We will not write “a typical Encino ADU RTI is $X.” Valuation, size, conversion versus new construction, clearances, and which departments are on the case change the number. Confirm the invoice on the case.
One line that is not why this notice exists for a qualifying ADU: the Affordable Housing Linkage Fee. ZA Memo 143 keeps ADUs and JADUs off LAMC 19.18. Saturday’s load updates rates for projects that are on that ledger. It does not put a backyard unit onto the ledger. The longer exemption-versus-addition story is already published. This post is the pay-and-sign step that still has to happen while the portal is up, or after 1:00 AM Saturday, even on an exempt ADU.
Other fees can still print. Plan check. The building permit. Inspection deposits if they are on the invoice. On some files, City Planning’s General Plan Maintenance Surcharge — a different fee, already covered in our GPMS post. School district charges, if they apply, are a different statute. Do not read “AHLF-exempt” as “nothing is due tonight.”
Who should pay and sign the RTI invoice — design-build, the owner, or a later contractor?
The person who is actually authorized to pull the permit, tonight or at 1:00 AM Saturday. That is a hire decision, not a mood-board decision.
LADBS is explicit: identify who will sign for and pay for the permit. Owner, Contractor, or Agent. Online RTI is written for an Owner or a Contractor on an ePlanLA file, paying by card or e-check. An Agent uses the questionnaire path and the authorization letter. A B-license contractor is the online building-permit contractor class. A later bidder who is not yet the contractor of record cannot finish that form. An owner who was told “the architect will handle city fees” still has to put a name and a payment method on the RTI portal — or sit in the blackout.
Design-build owns that step. Before 5:00 PM Friday, the job was: if the Encino ADU was actually RTI, pay and sign while online services were up. As of this evening, the job is: tell you the official window is already open, do not refresh the portal hoping the notice is a rumor, and be the same team that pays at 1:00 AM Saturday when the notice says online services return. One contract, one Angeleno login, one person who will be the Owner or the Contractor on the issuance form.
Architect-now, contractor-later is the other version. The set reaches Ready to Issue. The RTI email or the RTI Sheet lands. Nobody on the file has a contractor license, an owner-builder declaration ready, or a card that is supposed to pay city fees. The owner waits for a bidder who has not seen the invoice. Friday 5:00 PM arrives. The portal goes dark. Saturday the systems load the latest AHLF rates — which do not attach to a qualifying ADU, but which do not, by themselves, pay the plan-check and permit lines that do attach. The Ready-to-Issue permit sits. The weekend pull is gone. That is not a design problem. That is a who-pays problem that was left open on purpose.
If you already have an architect you trust, keep them — and put the issuance name in writing before the file goes RTI: who is Owner, who is Contractor, who is Agent, whose card or e-check hits the invoice, and what happens if that payment lands inside a published outage. If that memo does not exist, you do not have a permit team. You have a drawing that is waiting for a stranger to pay the city.
Does Saturday’s rate load put a linkage fee on the Encino ADU?
No. Do not pay a new AHLF line on a qualifying ADU because LADBS is loading rates.

What we will not write, because the official pages do not say it:
- That a Friday-night RTI invoice already billed Saturday’s AHLF register. The notice does not say rates flipped at 5:00 PM Friday. It says rates are implemented in the systems on August 29, with payments offline during the maintenance window that ends 1:00 AM Saturday.
- A new AHLF dollar table in this post. “View Updated Rates” is the July 1, 2026 Planning PDF. Those dollars belong in the addition-versus-ADU article, and only where that PDF is readable. A qualifying ADU is not why you open it tonight.
- A dollar figure for an Encino ADU RTI. We did not retrieve a completed 121 job invoice, and LADBS does not publish a single backyard-unit total that fits every Ventura Boulevard–corridor lot.

Incomplete drawings are a different problem — they were not RTI to begin with.
Is Encino under Los Angeles County for this payment?
No. Encino is in the City of Los Angeles. The notice, ePlanLA, PermitLA, and the RTI portal are LADBS. County Building and Safety and EPIC-LA are the wrong window.
