What is ED1?

Executive Directive 1 (ED1) was issued on December 16, 2022, to expedite the permitting process for qualifying 100% affordable housing projects. This directive mandates that Los Angeles city staff approve applications for eligible housing developments within 60 days and issue building permits within five days.

Key Features of ED1

  • Eligibility: Projects must have five or more units, with all units priced at 80% of the Area Median Income (AMI) or lower, based on U.S. Department of Housing and Urban Development (HUD) rent levels.

  • Mixed-Income Option: Up to 20% of units can be priced at 120% AMI, provided the remaining units are at 80% AMI or lower.

  • Streamlined Approval: The directive significantly reduces the time required for approval and permitting, making it easier for developers to start construction quickly.
